Ho ho! who's the sensitive Americano then. It's English reserve dear boy. You Americans are wannabee Italians alway hugging and dribbling over each other. In England it's different and you can't read American values into it. If an Englishman wants to keep you are arm's length then it's generaly done with a jolly sock to the jaw, Marquis of Queensbury rules of course. "Regards" is good going for a Brit, It's when they sign of Yours faithfully/ respectfully/ sincerely/ obediant servant that you have to worry. Australians on the other hand have special timers that release a big stinky fart when you get to the end of a letter.

It could be that they were taught this form and just use it, regardless of whom they may be writing to.
It could also be that they have set their email up with an automatic "signature" at the end, which will be included unless they specifically do something to change it. (A possible clue to this -- is there much more to their closing -- contact information or some sort of quote? These are common signs of an automatic signature.)

It wasn't mean you told her what you thought and maybe she got mad oh well its not that big of a deal. I had the same thing happen to me except my friend was to clingy to her creeper of a boyfriend and she would always get mad at me for intruding when they would walk to class together even though i had the same class as her.

I think means to regard someone kindly. like don't think of them in a bad way. and it is used in a formal way. or they could be sending you good wishes.
