ok when i go to add or remove programs not all my programs are in it and it dont have the remove tab or and thing only thing shows up is the thing say if you use it a lot like some programs say rarely used etc well thats only thing that shows up help

Some programs won't show up in the Add/Remove programs, you already figured that out. They didn't build their software to allow MS to uninstall it. Usually (not always) they will add an uninstaller of their own, Find it on the Program Menu, and see fi uninstall is not an option. Check the folder it installed into and see if there is an uninstaller there.
Without knowing the exact program you are referring to, it could well be Malware or Spyware, and that's another ball of wax.

Get Ccleaner it provides a more thorough and quicker utility for removing programs, cleaning up your computer, fixing your registry (be careful editing your registry could do more harm than good if you don't know what you are doing) and editing the programs that run at start up.
