When my bf was a teenager his father was in the military. My bf had refused to do his homework and got a bad grade, his father forced him to go outside and to cut the lawn with fingernail clippers as punishment. Is that considered abuse? Serious answers only!!

When I say abuse I mean Physical or Mental abuse. Everyone who says it's discipline* would you think it to abuse if it were happening to you?

It is not abuse in the physical sense, but it could possibly classified as mental abuse.

No, it's not abuse, not even mental abuse.
I personally think it was a poor method of punishment (merely my opinion, and I often disagree with other parent's method of punishment). However, it’s not abuse. And I doubt (I could be wrong) that Dad actually made him cut the entire lawn in that way (it would take MONTHS). I also bet that boyfriend did his homework after that.
EDITED TO ADD THIS AFTER YOU ADDED ADDITIONAL INFORMATION:
No, making your child do pushups is not abuse either. I think that is also a poor method of punishment, but it doesn’t matter what I think, it’s not abuse.
A simple way for boyfriend to resolve this---straighten up and do his homework! To do otherwise is unintelligent (I’m trying to use nice words here, but there’s another word I wanted to use) and immature. Mature people don’t refuse to do something that’s beneficial to them (and homework is beneficial) and they especially don’t refuse to do it merely because they are angry at someone (and knowing teenagers, I imagine boyfriend got mad and then just dug his heels in further).

No, it's not abuse.
Abuse would cause physical or psychological damage.
Now, if his father refused to feed him, or refused to allow him to got to sleep, until the lawn was cut, that would be abuse. Or if the lawn was covered in fire-ants or poison ivy -- you can imagine other cases where the action would be harmful.
But that punishment would not be abuse, absent harm

Depends on whether you believe your bf's lazy (posterior) probably deserved it because he was a slacker with no discipline or if you are some liberal panty waste that believes everyone is a victim if they have to do anything.
Take a WAG how I roll!
