is gasping but all my other ones are fine i checked my ph level and got it neutral will he be able to recuperate i sepereated him onto a bowl

The problem is adjusting the pH of the tank too suddenly and rapidly, the fish is in pH shock. It does affect some fish more than others and he is only the first to show signs of what will become a serious problem if you continue adjusting the pH in that way.
He will probably recover, but stop changing his environment. Get him back in the tank and turn off the light. Allow him to recover in a fairly stress free environment.

Checked ph? what about nitrite and ammonia? do a 30% water change just now.

take it to pet store ,,,probably has fin rot or ich
