Yes but it needs to have contact to 3 or more staellites to do that. Also your GPS receiver will have to support that function, and the values are not very exact. You will get lots of variation over time.

Yes. GPS has the capability of determining elevation from sea level.

provided you are receiving from 3 satellites, then yes, it'll give elevation
