Assuming that the yard is a rectangle and not "odd shaped" you would simply multiply the width by two, then multiply the length by two, then add them together:

Circumference = 2(L) + 2(W) = 2(9.84 yds.) + 2(16.69 yds.)

= 53.06 yds. of fence needed
