What do you think are the best ways to get higher radar signature for your boat?

Radar signal reflection is important to small boats. And I have seen little or no reflection from other small boats on the water.

I want my boat to have a strong bounce when I'm 3 to 10 miles out from the radar of the ships in the shipping lanes. And I would want to show up well on other small boats radar at night or in a fog.

What do you recommend I do?

You didn't say what size your vessel is but most reflectors are made for sailboats or boats with outriggers,EXCEPT...the "Radar Flag". They claim 4 mile + visibility.

This flag can be flown from your boats flagpole or from it's outriggers if you have them).

Obviously an active reflector is the best way to go. When it get a signal, it sends a loud one back.

I've seen reviews for passive reflectors. Some good, some bad. The regular ball does a good job at various degrees of heel. If you have one of those thin tubes, it does okay, but the signature all but goes away when the boat is heeled because the reflected area presented to the radar is much less.

You can build your own with a plastic jug. (two litre soda bottles, laundry bottle, etc) and some old beer cans. Cut the beer cans up into 2 inch by 4 inch flat strips and then bend it at 90 degree angle. Put all of these pieces into your jug and raise it up the mast. Might not look the best, but will give a good radar return.

If it's a sail boat than put a reflector up the mast power boat keep a look out. or have radar on your vessel.

automobile license plates have a great radar reflection.

You would have to increase and raise the surface area of your upperdeck but then you will change your center of gravity and make it easier to flip your boat

I keep a small "YELLOW" strobe light on board, it plugs into the power outlet, strobes don't use much power and pack a "Wallop" for a flash, Use yellow, as white is distress, and should be on your PFD (Life vest).
