If you're includingp pre-1900, then I'd guess it's Al Spalding at .796. If you include only the post-1900 era, then it would be Spud Chandler at .717.
I'm assuming a certain number of decisions, of course, because there are many pitchers who retired "undefeated" with records like 1-0 or 2-0.

Johan Santana ranks incredibly high on that list. It will be interesting to see where he finishes.

Before the "Modern Era" it was Bob Caruthers, who pitched from 1884-1892. He pitched in 340 games, starting only 310 of them. He won 218, and lost 99. His career winning percentage is .688.

In the Modern Era (1950 to present) Pedro Martinez has the highest career winning percentage with atleast 200 decisions. He's pitched in 442 games, and started only 375 of them. He has won 206, lost 92, giving him a .691 winning percentage.

If you use Satchel Paige's UNVERIFIED stats, he supposedly won near 2,000 games, and lost about 500, giving him about an .800 percentage. But those include Cuban Leagues, Mexican leagues, barnstorming teams and everything. No one is really sure.
