Sorry to hear you're having trouble with the Rochester Quadrajet carburetor. There's a great paperback book available at any bookstore: HP Books - 014 Rochester Carburetors written by Doug Roe. It's worth it's weight in Gold / platinum / Palladium / Rhodium / Osmium / Ruthenium / Silver and all the rest of the precious metals I may have missed. Hundreds of pictures and clear concise explanations for general overhaul and modifications to make them more responsive and make any motor run like a rap*d ape.
I've done a lot of these pain in the a*s units but I love challenges. The pointers in this book will make your carburetor come alive.
To answer your question I've worked on Rochester's with manually adjustable and buried idle circuits. Believe it or not there adjusting screws buried buy a cap in the exact locations as the carb you're having trouble with. Bolt it on and see if it works. The buried adjuster screws usually do not have to be messed with. What you have is an emissions sealed idle circuit carburetor.

The beauty of these units is the overall adjustability by changing the main circuit jets and primary and secondary metering rods. The secondary air valve stop and spring can bebe altered to open the valve fully and at the rate by adjusting the spring tension on the upper secondary side opposite the throttle linkage. You will see a small allen head screw to loosen and a small screw driver slot to adjust the spring tension of the secondary air valve.
I wish I could have it for a day as my Rochester Quadrajet parts supply (metering rods and jets) is quite extensive.

Good Luck!

yes ,it will work but electronic quadrajets (E4ME model carburetor) control your idle mixture and secondary mixture. The electronic one does have plugs you can remove to adjust the mixture. I did the same on my 82 and had a constant check engine light and didn`t run as good. http://store.summitracing.com/partdetail.asp?autofilter=1&part=HLY%2D64%2D70087&N=700+4294908216+4294908198+4294925022+4294925239+4294839063+115&autoview=sku
