It doesn't matter what type of Mp3 player it is, whether it is a PSS or HDD, I just need to know how to make one.

Yes, you can essentially make a tiny PC that runs a variant of Linux off ROM or flash drive, and have just enough sound processing power to decode and play back MP3's. It won't be small though. Think size of a toaster or so. And you'll need to design your own display and I/O buttons.
