The answer is b.

Note that the upper line contains (0,5) & (2,3).
That line is x+y = 5. Then choose a test point in the region: say (0,4): 0+4 < 5. Since the line is not dotted/ broken, the equality is also included.
Thus the upper line is x+y ≤ 5.

Now, the other line contains (0,1) & (2,3) and the line is broken.
The equation of the line is y = x+1 or -x+y = 1.
Choose the test point (0,2) : 0 + 2 > 1
Thus -x+y > 1. d:
