They don't. They ASK the person what group they identify with, either on the paper form or by interviewing them in person.

The census bureau doesn't determine a person's race. They take it for granted that the people who fill out their forms every 10 years know what race they are. A specific question asks if a person is white (caucasion), hispanic, asian, black, etc. From that, the government can determine what percentage of what race live where in order to appropriate funding for certain projects

every ten years the us census sends out a form to the home owner. ( A looooong question form) about your family, how old is each kid, where you were born, what year,
