They don't. They ASK the person what group they identify with, either on the paper form or by interviewing them in person.

The census bureau doesn't determine a person's race. They take it for granted that the people who fill out their forms every 10 years know what race they are. A specific question asks if a person is white (caucasion), hispanic, asian, black, etc. From that, the government can determine what percentage of what race live where in order to appropriate funding for certain projects

I worked for the census in 2000. They ask you, along with a million other questions!

every 10 years cities go around and ASK people who, how many and what race live in thier homes.

I don't know how true it is but I heard that it is determined the the last four numbers in your social security
