Because our system is designed on the belief that doing nothing is better than doing something wrong and to maximize the need to be constantly campaigning.

At the national and state level, most of our legislative bodies have two houses, with the lower house elected every two years. In many states, the election process begins with filing in January or February of the election year, That means approximately half the term is spent in an active campaign with opponents prepared to attack you for your decisions. Contrast this system to other countries in which the typical term is four or five years with filing occurring less than two months before the election. It makes it very difficult to get out of partisan mode.

Having an election system that encourages a high degree of partisanship, the government system prevents any benefit from being gained from that partisanship. The rules in the Senate require a super-majority (60 votes) to get anything done. The President has a veto over any legislation increasing the margin required for the other party to pass legislation to 2/3 of both houses. Again contrast this to a parliamentary system, where the upper house can merely delay legislation for one year and the president has no real role. In addition, the parliamentary system encourages the majority to support the government by threatening early elections if the government is unable to obtain a majority on major legislaton.

New faces will not change things. I am in a state that enacted term limits for the state house and all that we have gotten out of it is an increase in the number of state symbols.

We've done wonders in the areas of racial and religious bigotry, reducing those and making them something almost everyone speaks up against.

However, political bigotry is alive and well.

There are even Middle-Eastern posters trying to use it against us. Socialist posters definitely do (after all, as works in every country that's become socialist before, they hope that an upset and trapped working class will rise up and overthrow their dictators).

However, we can work together. One way would be to understand that accusing our President and representatives of doing such things with such rhetoric doesn't help. Didn't help when President Clinton was in power either.

Particularly it is is silly to suggest a whole new government when we are still near the top compared to every nation on earth.

Why would we change under those circumstances?

We do have a very archaic form of government. All other democratic republics use the parliamentary form of government. It seems to work quite well. Rule by the majority party or coalition of parties to make a majority. Poor governments collapse and new ones voted in. Elections are more local oriented. Election campaigns are shorter.
All we have to do is get 36 states to call for a constitutional convention. Good luck with that.

Because people don't naturally agree with each other.

Personally, every time I hear the government is going to "help me" I get scared. We're better off right now if they don't do anything.

Besides, which side gets to give in?

It's because of political parties. Like all parties they want power, so they have to weaken and take power from the other party, and create new power. I wish they were not extra constitutional!
