Well, I think it depends on how comfortable you and your dating partner are with each other.
My boyfreind and I have been dateing for a month and on the second date, he gave me a foot rub. That was in the second week. For me? It's not a big deal....I love it! I love giving them too!

For me, first date. I love it when my hubby rubs my feet. But some women hate to have their feet touched at all. So there's no correct answer for everyone. You'll have to just jump in when you feel comfortable, or ask her outright.

Perhaps after the 1st date...if I liked you, and wanted you to stay around.
My feet are hardly ever sweaty though, except maybe after "working out" in tennis shoes.
I normally wear skinny strapped, open toe high heels, or flip flops...
Exposing my fresh pedicure, and polish.
The color changes often, today it's "hot pink".

it depends on the girl, just ask her how she feels about it. tell her you enjoy giving them and it would make you happy if you could give her one. she will probably be open to it, just don't pressure her about it, and let her know that your not going to try to get a little action in the process, that it's totally innocent. because that might make her uncomfortable, like your are trying to get in her pants before she is ready for you to go there.
