A very fair question...I think that Frank has a more...Dramatic license in tone of the song's delivery..in tone and melody..good question, but I personally have to go with Frank...having said that.." In the Wee Small Hour Hours" could Andy match Frank? Good question.

both great singers but for me it's andy williams...his rendition of "moon river" and "lonely street" can pull my heartstrings anytime!
