by the schools and state programs that fail them,
by the govt that fails to protect them,

The people around them. Basic observation tells you which tactics in which situations have the most consistant results. As an intellectual, i got a 70% sucess rate. My sister is a sweet heart, she gets like 40%. My father is a manuipulative indivudal, tells people what they want to hear, flirts, flaunts, and smiles like a used car sales man... i dont think hes failed a day in his life. After watching different tactics, people wont dont want to work hard for it... go with the easiest and most popular way. Manipulation.

It's a gift from the Gods. some may learn from observing others, but there are a select few who are born w/ golden tongues and an innate ability to manipulate.
