It does make sense, and this is entirely up to you. There are a variety of taps on the market for kitchen and bath that combine the two.
The most common reasons that not ALL taps are like this:
1) Style. Many people like the styles availabe in seperate taps, whereas the single taps all seem to resemble a tongue-like phallic symbol.
2) Cost. Fixtures last a long time. If it works, why fix it?

Why would you need a warm tap? You can adjust your hot water thermostat to make your hot water cooler if it's too hot. Pretty soon we won't have hot and cold taps anyway, I believe that the building regs are going to change and all new fit plumbing will require mixer taps to lessen the number of people who get scalded.

Because it would cause to much confusion and lead to people asking stupid questions like "why don't we have 5 taps instead of just 3"

Its because of the expense involved in doing it. You would need to install a "water tempering valve" and then an extra water line in addition to the two that you have aleady.

Because people would still complain. Whats warm to me, may be hot or cold to you. With two taps, you can please yourself.
