well, i think because they're under-motivated, and the people that surrounds them may be not helping to boost their morale and self-estemm and confidence. i think, to be able to acknowledge one's intelligies and abilities, one has to believe first in one's self, so that everything follows. when someone tries to bring you down, they won't be able to because in your mind, you have your own set of standards, and you're not affected by what others say. it's what you think, say, and act that matters. =)

This isn't so much philosophical as it is psychological.
Educational systems are designed to reward failure with attention. Who gets to wear the dunce cap and sit in the corner? The guy who scored the highest? Who can consistently get to sit in front of the class - even as a dunce - the guy who scored the highest?
So what does the dunce learn?
It's easier to gain attention by being a dunce than by being clever. It's easier to sustain that attention too.
You might think the behaviour is underestimation but it may be an exact estimation of the way things work.
Who's more liked, Seinfeld or Kramer?

So that others can overestimate. But if they are not devious, then it is because they have never been called upon to exercise their abilities and intelligence to the full.

Because then they would have to take responsibility for what they do and even think. Humans don't like to do that, they like to lay blame for their own inabilities and lack of using their intelligence so as they may excuse that which they chose not to do or to do.

Perspective or doubting. Perspective is everything, what you might think to be smart, i might find to be unintellegent, or vice versa. Then there is doubt, or lack of self confidence, can occur because of peers. There is also the humility where they just don't like other's to praise them/their abilities.
