Is the 1970's movie "Bad Ronald" based on a true story?

I have been told the movie "Bad Ronald" was based on a true story. I know that it was a novel, but I have heard that it actually happened in Scottville, New York. Is it true? If it really did happen, give me proof. Please and thank you.
