runs out fast. the oil does not appear to have water in it.

most likely a bad head gasket. also a cracked head or block is possible.

This is common with an Internal combustion engine when the engine is cold. They make water, when it warms up it will go away. What happens is water fills up the muffler and as soon as you get the car warmed up the water evaporates. This is more common on the old cars without the catalytic converter, it took longer to heat up and get rid of the water.
Cars which are driven short distances a lot (say under 10 miles) have this problem. This also shortens your muffle life so it pays to drive your car some distance once you crank it up.

Is the engine using water or steam coming out the exhaust as they drip water from temp change.

the head may have a crack in the exhaust port

its normal byproduct of combustion.if its water not coolant.
