How can I fix this?

The water supply valve may be throttled back or the fill valve inside of the tank may be out of adjustment. If all this is in good working order, it may be time to get a new fill assmebly inside the tank. You can also check the water pressure in the home. good luck.

No, Drano is bullsh*t. Use a good plunger. Then, when the water drains fill a pail with water and dump it in, it should go right down, since toilets work by gravity. But the chemical things don't work, and are bad on your pipes.

sounds like the stuff in the tank is worn out. call that person you call when you need help. open the tank and count the number(2 or 3) of bolts(about the size of a quarter) that hold the tank to the bowel. go to a place that sales toilets and ask for "complete toilet repair kit for X bolts" ($ 20). Follow instructions, its not hard.
tools-big flat screw driver big pointie screw driver pliers
big channel locks
2 - 3 hours
you will have to be able to lift the tank.

Ever notice how the answer from the women is to use Draino in the toilet. DON'T EVER USE DRAINO OR LIKE PRODUCTS IN YOUR TOILET!!!!! It is corrosive and will ruin your pipes. Replace fill valve, angle stop, water supply line or just get a new toilet. But never, NEVER, use Draino.

Sounds like it's slightly clogged. I suggest being drano because it's going to get worse and you don't want to overflow
