The President is not responsible for passing laws, but I suppose there is always the chance for some type of executive order. Of course, if President Bush didn't like it, it could be rescinded immediately upon President Bush coming out of the colonoscopy exam. We have had a few episodes like this before, and fortunately our a Constitutional Amendment allows for this temporary takeover.
If he was looking for something to do, perhaps he could give the Presiden't weekly radio address, unless President Bush taped it in advance. Ultimately, the people run this country. Getting the government to do less is a good thing, or so conservatives often stress. The administration could make good on this pledge by not doing anything that would hurt us or further abridge our freedom.
