It makes no sense to me. I'd Rather have a level 100 then again I think more Hackers are likely to have level 100 mews that they can trade for the pokemon u want to clone.

They want to EV train it and make it more powerful. If its on level 100 there isn't a whole lot you can do, move wise and EV wise. They want their Mew's to be 'untouched' and untrained.
With the GTS, its better to submit a pokemon and then just make a offer yourself than search for others.

because its impossible to get a mew level 9 and under so they want to show off

Because they want a legit one.
GTS is lame though... you put up you want a shieldon lvl 10, and everyone wants something legendary and lvl 80+ for it.
Use gamefaqs.com trading forums for all your pokemon needs. It's more precise and fast.
