I want to add a new letter named after me. And I want it placed it second, after A (you know, so it won't be so flashy)
Who is in charge of these things? And also how much would it cost?

First of all, before attempting a change in the alphabetical order, you must have a Ph.D in English grammar. After that, you'll have to register with the local English councils and then if it is authentic enough to be added to the order, you will be recommended to the international English council where-in it will be decided if the new letter should be added or not.

The the origin of the alphabet dates back many years. The first writing likely took place in the empire of Sumer or Mesopotamia in ancient times. The manner in which these letters manifested into the English language has to do with phonetics and sound. To be able to add a letter to the alphabet, you need to justify the emergence of a new sound which in our language is not likely and probably not necessary. If you can, you could always approach any scholastic researches of phonetics at any major university with your idea. Good luck.

That would be kind of impossible.They would have to redo all the keyboards, books, anything with words pretty much. So you were asking how much that would cost... as much as it would take to replace everything... at least.
