Anything at absolute zero on the temperature scale. But the closest anyone has got is the Bose-Einstein condensate.

A frozen atom would be the coldest phase of matter in the Universe. However condesates of matter do not normally occur by natural means. Only by forced means.
Space temperature is aprox. 2.7 k at minimum . However the temperature of space is continually rising as it is subjected to radiation.

Washington, Sept 13 (ANI): ADVERTISEMENT
New research conducted by
physicists at the MIT-Harvard
Centre for Ultra-Cold, reveals
that the coolest thing in the
Universe is actually a heap of
sodium atoms, stashed away in
a laboratory in Cambridge in
Massachusetts.
According to a report in New
Scientist, the researchers have
chilled 2500 sodium atoms to
within half a billionth of a
degree of absolute zero, at
which atomic oscillation slows
to a standstill.
"Nothing in the Universe that
we know of is naturally this cold," Aaron Leanhardt leading the research said.
