There could be a defective component.

A PC enthusiast or a technician would usually try to identify/isolate the defective part by running a bare minimum set up. That means disconnecting the HDD, FDD, CD drive and anything else on the PCI slots or the USB ports. They would also use integrated graphics only if available and just 1 stick RAM. This set up should run and be able to display BIOS menu. By reconnecting the devices one at a time, the defective part that brings back the problem is identified as the bad part.

If computer still won't start, the problem could be with the motherboard or the power supply.

Question do you have another power supply to try?

Even if fan's run or the Harddrive blinks the power supply
can still cause a DEAD PC

Is the plug in the back of PC plug into a good outlet
and into the PC firmly?

Did someone click the little black rocker power switch
in the back of PC near the plug?

ok.. open the case of your computer let the computer off when you open the case.. now, when is open turn your computer on.. and check the fans if they are working or not. now if they are working normally let the case open and work in your Computer normally and check time to time if they still working, if they fan work, also check the processor fan, if the problem are the fan, and you want to change it your self mark what you take out with a marker or something that you remember what is what, after you put it back or maybe is time to clean your computer inside.. buy one of the can spray for that.. any computer store have it... now run your anti-virus program and see if you have something (adware, spyware, virus, etc) in your computer. never heard wrong safe.. I hear safe mode, what kind of computer do you have? how old is your computer? check your hard drive for back sectors, go to my computer, click there twice, go to your local disk, mostly of the time is C: with the right side of the mouse click in "C:" a small screen appear look for properties, click that look for tool, find error- checking and other screen go to appear follow the instruction if the computer ask you to re-boot check first about the fan. good luck
