Both ESPN star sports and cable tv operators are culprits , whenever there is cricket match shedule, they should sort out the issues way before the match to be started , they should drag till the match started like now
It affect the cricket crazy country

They dont do anything. Its the cable operators that dont pay the channel. Now temme, if u own a channel and the cable operators defaults on payments, ie. he doesnt pay you the money, will you broadcast him the channel for free? You wont.
The prob is wid the cable operators. Make them more accountable and you wont have a problem

I think the main culprit is the cable operators and not ESPN Star Sports.
