In addition, certain "toys" and accessories can be of help, too.
Applying a generous coat of baby oil on the places you plan to tickle can enhance the tickling sensation for her.
Tickle her feet while she is wearing nylons and you might find them more ticklish.
Ever try a Sonicare Electric Toothbrush on the feet? Very effective tool!
Massage gloves can heighten the ticklish sensations for her as well.
Make sure to keep it fun, playful and respectful to her and maintain her trust and you will have a great time!

Make more of a game out of it. A lot of times it is the anticipation that makes you feel ticklish. So act silly and get her in a goofy mood and then wiggle your finger at her and tell her you are going to tickle her. Blow on her tummy. Whatever. The sillier the better. If she's in a giggly mood already, the tickling will be more effective.
My brother used to do this stupid little chant that went "I know where you're ticklish, I know where you're ticklish. You're ticklish....you're ticklish.... in....the....._______" and all the while he'd wiggle his fingers and stare and then whenever he'd fill in the blank and tickle me anywhere I'd laugh, even as an adult- and I'm not generally ticklish!

I am not ticklish and can't be "made" to be so. The only time I react to tickling is when it is completely unexpected and then only for a few seconds. Don't force it! It could make her very uncomfortable and she will pull away from you- I consider it a dominance issue when someone tries to force tickling with me.

First why would you want her to be ticklish? That is adversive and mean. Give up, being ticklish is not something YOU control.
