VP Cheney and Donald Rumsfeld were behind putting George Sr. into the directorship of the CIA, look up the Halloween massacre during the Ford administration. Cheney has been working for years to consolidate power in the executive branch. I believe George Sr. was behind Cheney becoming his son's pick for running mate, he knew he would need Cheney's political savvy. The powers that be in the GOP knew very well what they were doing presenting George W. as their candidate in 2000. He is nothing but a puppet for their agenda and Cheney is the one pushing the agenda. Truthfully what do either of these people care who they piss-off? They got theirs and are set for life. In the meantime their time in office has been spent filled with cronyism as a reward to those who have given years of service without question to the GOP. Watch and see if Libby doesn't receive a full pardon before President Bush leaves office.

Your question was asked by a reporter at The Washington Post a year ago and spent time speaking with old and current white house staff and found the answer to be essentially yes. A multi-part series appeared on Sundays to state his case and was found quite convincing. Cheney has routinely provided President Bush with answers and guidance in a fashion that is extremely unusual the last 6 years. Many times, Bush puts his "rubber stamp" on decisions Cheney determines, as if, Cheney really is, was, the chief executive.

George Bush does not have the intelligence to run this country. He is a rich kid who family coddled him his whole life and whose father's connections helped him get elected. I can't say if Dick Cheney (who was probably chosen by his father to be VP) runs the country, but it certainly not George Bush by himself
