Yes it can be normal for some women to get it before their periods. That's their body's way of telling them that the period is coming. As far as after, that could be a way to let you know that the hormones are trying to come down after the period.
I would recommend checking with your doctor though to see what they say.

Brownish is normal for both previous and after your period. Most women have a whitish discharge for a number of days before their period, and brownish is to expected because it is the beginning of the flow. For the end of the period, most brown discharge is the remainder of the flow.
However, if your discharge is yellowish in color, and if it has an irregular odor, then it might be a sign of infection.

Not only the colour the symptom of infection, Odour pain at the urinal tract or vagina hip-back pain sometimes fever all these may be present. Anyhow be careful for highly cleaning of sex area especially at periods.
