It's 6950 because anything less, and it would be rounded down to 6940.
The max possible height is < 6970

nearest 20 mtrs = ± 10 mtrs

possible height of Aconcagua = 6960 ± 10 mtrs
smallest possible height = 6960 -10 mtrs

= 6950 mtrs

good heavens. Think it through. "Correct to the nearest twenty metres" means that at most the measured height is off by 20 metres. Hence 6960-20 = 6940 metres.

Height "correct to the nearest twenty metres" means "+/- 10m" (tricky!)

Then height is 6960 +/- 10 m

So the smallest possible height is 6960 - 10 m = 6950m

(In general "precision Δ" or "correct to the nearest Δ" means +/- Δ/2 )
