Not directly to HTML but only via scripts/applets that used to create/attached to it.

Active Server Pages (ASP) classic or .Net version

Python/C CGI
Flash/Director
Cold Fusion

You would need a server side scripting language like ASP, PHP, ASP.NET... and the likes. You would not be able to connect a database directly to HTML.
