No society has ever been able to eradicate prostitution and they never will as long as man has a sexual urge. What they can do is regulate it, regularly test the women(or men) involved, and enforce laws requiring use of condoms.

They say prostitution is the oldest profession in the world, as old as human history could look back! It is debatable if it should be eradicated or be held in check, just eradicating the evils that go with it, like some venereal diseases, AIDS etc.. The factors that make it impossible perhaps to get rid of brothels, are poverty, unemployment, poor availability of recreational and entertainment means, family values, general crime rate etc. -- so, attack these factors first in a systematic, sincere campaign, and then you have a pedestal from which to gradually reform the brothels to begin with, and then go on to the ultimate aim of eradicating! It's a very interesting question you have raised, lot of people in power and good positions socially, have to think of this seriously enough!

Getting rid of brothels will not get rid of the spread of HIV and will only serve to starve out survival sex trade workers.
