Why is everyone trying to complicate a simple thing? A movie spin off is a movie based on a character or scene from another movie.
In the X-men case, there is the possibility of a Wolverine movie, with the story of Wolverine and not all of the X-men. A bit like in the comics, there is a Wolverine comic that is a spin off the X-men comic.
Other examples of spin off are: the TV show "Angel" is a spin off of "Buffy-vampyre slayer", "Electra" is spin off of "Dare Devil"

I would safely assume that you might have read the previous question about the possibility of "X-Men 4" to which I answered with the use of the word 'spin-off'. Randall and some of the guys above explained it rather thorough and well. To elucidate it further, suppose there would be a movie with the title "Aragorn: Ranger From The North", it would be a spin-off of the "Lord of the Rings" and not part of the trilogy although related to the main character therein..... or like "The Journeys of Mace Windu", that would be a spin-off of "Star Wars".
I would say it would be incorrect to term it as "X-Men 4" if the story concerns only of Wolverine ( or any other member of the X-Men) since the term "X-Men" is a collective term of that team created by Professor X composed of several mutants. But I still hope there would still do a fourth movie on the X-men

A spin-off (or spinoff) is a new organization or entity formed by a split from a larger one, such as a television series based on a pre-existing one, or as a new company formed from a university research group or business incubator. In literature, especially in milieu based popular fictional book series like mysteries, westerns, fantasy, or science fiction the term sub-series is generally used instead of spin-off, but with essentially the same meaning.
Spin-offs as a descriptive term can also include a dissenting faction of a membership organization, a sect of a cult, a denomination of a church. In business, a spin-off is essentially the opposite of a merger. In computing, a spin-off from a software project is often called a fork.
A spinoff-product, is a product deriving elements of design , branding or function from an existing product, but which is itself a new distinct product.

A spin off is something that came from the original, but is not part of it. For example, Yahoo Q and A is a spin off from
Yahoo email and account, but is not related to Yahoo email and account.

It's basically a new show semi-related to a more successful, larger show.
