Voters signed a petition to place Light Rail on the ballot. Voters approved Light Rail. City Council is using stall tactics to derail Light Rail. What Missouri laws can be used to force the City Council to build Light Rail for Kansas City?

The right to vote the city council out of office and elect those who say they will find the money and do the will of the voters.
