Does the rapper make the beat first and then base the lyrics and vocals to that beat, or do the lyrics and vocals come first and then the beat is based on that?

Usually it's the beat first - especially with the current "trend" of using other artist's songs AS their beats...

Actually, Rap (or Retards Attempting Poetry) is written by finding words that rhyme (as in a 5 year old could do it), then using a drum machine to add a beat. This is done by people who are too lazy or don't have the talent to learn to play an actual musical instrument. Rappers attempt to overcome their lack of talent by using profane language or violent content in their so called "music".

probably the lyrics come first so that they can make a beat that matches the natural rhythm of the words. Some people may do it either way but they most likely do words first
