If they were referring to the Roman Empire, the capital was Rome, up until Constantine I set up a second capital in Constantinople, which is now Istanbul. When the Roman empire began to split apart, Rome remained the capital of the Western Roman Empire, and Constantinople become the capital of the Eastern Roman (or Byzantine) Empire.
Otherwise, I agree with "What the hell???"

Well, it was Rome (of Roman empire) but there is no country Rome to have a capital now.

they asked u to mark it in the map probably? we used to have stuff like thgis earlier too. like draw the cours eof a river or mark a capital city of a state in the country or mark the coal mines in the country n so on... those days. :-)
