There are certain faculties which hold lessons in English. For example, you can study English Literature and/or Language in many European universities without having to worry about the language as instruction is in English. Also some postgraduate courses, which are usually funded by EU, so fees are low. In some countries, like Greece, you don't have to pay any fees at all if you're an undergraduate student.

As almost every bigger town has a university, you better search on the subject you want to study, compare prices against the quality of the university. It would be a poor choice if you safe a little on the fees to find that you can not find a job because the university is not good regarded in teaching your subject.

far as I know, USA is not in Europe.. but have you thought of Ireland, that is?
The less expensive Unis to live at will be up north as the cost of living is slightly cheaper there...depends on what course you want to do!
