What do they do, higher or lower setting?

Hertz is how many times your screen refreshes. If its around 60, you can see the flickering of the screen. If its higher, in the 70's, it wont flicker as often.

The DPI is the Dots Per Inch. Everything will appear smaller. For example. If there is a file with 100 Dots per Inch, and one with 200 Dots per Inch. the one with 200 will appear more clearly, because there are twice as many dots, every inch.

it depend on your monitor. higher DPI make the size in your screen items larger.
hertz is about vibration each time u refresh
