If you wish to be a character witness for your friend you need to discuss the possibility with his defense attorney or counsel of record (Lawyer) Ultimately it will be his decision based on how he/she wishes to proceed with the case defense. He/she is the only person you should contact in regards to this and they in turn will notify the prosecutor and if need be the judge hearing your friends case......Good luck!

I would contact your friend, and through them, their attorney. It is them that would decide whether a character witness will benefit the case or not. And you would have to be an exemplary character yourself to be of any benefit, so if you've been in any trouble before, I'd let it go, if not, then it can't hurt to ask.

Get intouch with friends Attorney or Public Defender.
If the friend don't have either, write the Judge that your friend will have to face. You will get a reply.
