What would be cheaper in the short-term?

I'd be leery of buying a used bike unless I knew the owner personally and knew the bike personally and knew how it was taken care of.
With the new bike you are assured you aren't going to have any major trouble and if you do it is covered by warranty. When the used bike you new know unless you know the owner and have known the bike since it was brand new. You could be buying major trouble.

depends on how you intend to drive the bike and how much risk you are in due to traffic flow. to me, insurance on a bike is not very important cause if ya get wiped out, ya usually ain't gonna need it any more. i ride back roads and putter along seeing the sites, so keep liability only and use the saving to help make the payments, but if i crash it out, i still have to pay for it. if you are getting a crotch rocket and plan on using it for what it was built for... go for the insurance cause ya can't make payments from the hospital when ya can't work. a payment plan isn't short term, so that don't count as part of the decision, its an overall cost thing till the end of the note so add up the costs of insurance versus longer interest payments for the new bike and be aware the interest rates usually go up if it isn't paid off in a couple of years. good luck and ride safe.

Well, only you know what bikes you are looking at and hopefully looked into the cost of insurance on those bikes. Now sit down and figure it out on paper and see what you come up with.
Another option is to save up some cash, possibly as little as $1,000 and buy a good used bike for that amount. Ride it until you save more cash for the bike you really want then sell your used one to some other lucky person. That's the cheapest way to buy a bike. Good Luck

the older one would be cheaper in the long run may be a high payment but a lower term

get an old bike and fix it up.
have a mechanic check it out to see if there are any problems.
then design the bike the way you want!
