I'm not talking about creating one like a Geocities or a similar kind. I'm talking about creating a website from scratch with more advanced stuff.

There aren't really any official classes, but most people learn it by themselves, only college has stuff with web design officially, and if you want to do stuff, download/purchase Dreamwever CS3, and you can make GREAT websites, without classes, I learned from here: http://www.w3schools.com/

Some high schools offers HTML classes, which is a start. Also, college offers web design classes to take. But the best way [and the way I learned]-- try it out for yourself. It takes practice, but practice makes perfect! Two years it took me to actually understand and piece everything together. =] All you'll really need to start off with is some HTML tutorials, Notepad, and a temporary free webspace to practice with. You can get all the fancy stuff later, if you decide to stick with it.
