That should get you some real action. I just can't decide if the hotties will be interested in you or the much older 16 year old who is doing the driving.

Getting noticed is good if when you do get noticed that the rest of your advertising skills make you appealing to your potential clients.
Then you close the sale.
...It's all about how you will benefit them.
-OR-
They will think of you as being/look at you like you are a total jerk/dork, roll their eyes (whatever) and go back to their own little worlds which must be far far away indeed.
Perhaps if the blow horn does not net you babes you could use it to good effect by scaring people after creeping up behind them, waiting for them to turn around and catching them at just the right moment. Lawyers and Politicians?

Don't do it, unless you want to get sprayed with some unfriendly phrases and sharp, typically inanimate objects. Attempt a civilized approach (i.e. put down the blow horn and say what it is you got to say..."excuse me miss...")

I don't know about this idea joey.....the guys or gals won't be able to hear you talk about how hot you think they are if you use a blow horn to get their attention!!
