I know that it is an Egg Move, but I am very new to serious Pokemon breeding. Do I have to keep breeding Meditites until Ice Punch appears in the movesets of one of the hatched Meditites?

To clear things up, lets start with pokemon breeding basics.

Pokemon breeding is when you get a Female pokemon and a male pokemon together in a breeding centre and after walking a number of steps (varies), an egg will appear, provided that the two pokemon are compatible with each other.

Lets take your Meditite as an example. Meditite belongs in the humanshape group, as is Medicham. For the egg to hatch into a Meditite, the ones breeding should be a Female Meditite or a Medicham with a Male pokemon thats also in the Humanshape group. After getting the egg, you have to walk a number of steps before the egg hatches, for meditite, 5120 steps. Having a Magcargo or a Camerupt with Flame Body or Magma Armour as an ability in your party halves the process of hatching.

Now, Egg moves are passed down the male side of the family so, if you breed a female Medicham with a, say, male Hitmonchan that knows Ice Punch (or any other elemental punch), a Meditite with those parents will know Ice Punch. TM moves are also passed down so, if the HItmonchan knows Stone Edge (which it can only get as a TM) and it is bred with the female Medicham, Meditite will know Stone Edge. Meditite cannot learn Stone Edge via any other method.

You need to breed it with a pokemon that knows Ice Punch. Ice Punch does not appear out of the blue in egg moves.
