I am not a frog expert, however, I recall finding tadpoles in the spring and early summer, when I was a child.

go to a lake near you look by the shore of the pond i just caught some the other day if they are really small(like an inch long) they are toad tadpoles if they are like 2 in long then they are frog tadpoles if you get the toad type and keep them make sure there is some drie dirt in the tank with them if they are frog tadpoles make sure there is some thing for them to float on when the turn in to frogs and either way make sure there is a screen over the tank so they cant hope out of the tank once the miture.
P.S. once they get both sets of legs they turn into frogs and or toads really quickly

Since some species spend more than one year as tadpoles, you can actually find some kinds year round.

well now your gonna ahve to find some tadpoles bc most of the eggs are hatched look for calm water thats settled usually no eggs will be lain in moving water

depending on where you live...most US states would be spring..this is when most states have the warming rains, providing moist but gentle warm enviornments perfect for reproduction and growth of the small babies...also providing great bugs and insects needed for food.. By summer these little guys have grown and its too hot for the babies to flourish with such immature growth. For obvious reasons, winter is too harsh for the little guys. They do grow during the summer and by fall their getting ready for the cold and whats to come.
