I work in Oklahoma for a company that has headquarters in the state of washington. a plant in oklahoma will be shut down and a layoff occur in 2 weeks what are the rights of employees and the company under Sabanes-oxlery law

Sarbanes-Oxley requires that good records be kept. Unless the company was cheating on the books (like Enron), it should have no effect on employee or retiree rights.
