r^3 / r^8 = r^ -5 or you can write it as 1/(r^5)
When you have common terms (variables, numbers) in both the numerator and denominator, keep them the same and simply do arithmatics with the powers.
For example, in a division, you will subtract the bottom power from the top power. In multiplication, you will ADD the powers together, like this: A^4 x A^10 = A^14.

Here are some rules for exponents that apply here.
(a^p)(a^q)=a^(p+q)
a^1=a
a^0=1
Now, think a minute... a=a^1
And (a^p)(a^q)=a^(p+q)
so (a^1)(a^q) = a(1+q)
what value for q would make the exponent 0?
Hint, -1. Because 1 + -1=0... right?
What do you multiply a by to get 1?
Hint: 1/a
Now (a)(1/a)=1
(a) = a^1
That means that 1/a = a^(-1)
Now, let's look at the problem given
(r^3)/(r^8)
From that little exercise we just did, 1/(r^8)=r^(-8)
So the problem is now
(r^3)(r^[-8])
And, from that rule I mentioned above,
(r^3)(r^[-8])=r^(3-8)=r(-5) = 1/(r^5)
