No. They've wrapped up the anime with episode 167. The manga novels are still being written, though (some people have posted scanlations online). They've also done four movies: Fire on the Mystic Island or Guren no Houraijima, The Castle Beyond the Looking Glass or Kagami no Naka no Mugenjo, Swords of an Honorable Ruler or Tenka Hadou no Ken, and Affections Touching Across Time or Toki wo Koeru Omoi. Viz released those in English for DVDs.
English is available but you must know where to look. There are fansubs available for all of these episodes. Youtube has quite a collection. I'm sure that you could find bittorrents, as well.
The latest I found on Amazon was season 4 volume 4; episodes 82-99. Those will be released in September 2007.
I'm in America and I've seen every episode online (via livestream (youtube, veoh, stormberry.tv, dailymotion), BT, and p2p sharing) so it's certainly possible.

1. No, the series cancelled back in 2004 due to poor ratings and lack of interest in Japan. Sunrise was not making money off the anime series. However, the manga is still continuing. Rumiko Takahashi will end the manga sometime this year.
2. Yes, they are available in english dub. You can find most episodes on veoh and also animecrave.com (all 4 movies too)
3. The last anime episode was 167. The current chapter of the manga is ch. 514.

I believe they aren't making anymore episodes it is completed it just hasn't been aired here in the U.S.
Second You can go on youtube and type in Inuyasha episodes ENGLISH DUB. That is how I find them in english.
Third. There are a total of 167 episodes and 4 movies. Seven season in total. and i don't believe this is the last season. if it is we are in the begging of it.

2. I think CN aired all of them.
3. I never went with seasons, just with episodes. The last arc was about looking for Naraku's heart.

Additional information in regards to question 1.
4 OVA movies have been produced thus far.
The manga is still going strong.
Last I heard on the subject, when the manga produces enough new material, the anime is supposed to resume production.

FIRST:no they quit making them bu not too long ago I signed a petition (with thousands of signatures!) that says we want more made, so maybe!!
SECOND: Yes, they all are!
THIRD: They made it up to 5 amazing seasons!!
