Tors = Throttle Override System
An electronic device that cuts off the fuel flow to the carbs if they are stuck open.
I've never seen them do anything but cause problems.
I'm not sure if that's what's causing yours.
Instead of cutting the wires, a TORS eliminator kit should have been installed.

Before spending a lot of money, check the cross over pipe between the 2 carbs.
It might have come loose, or have a crack/hole in it.

A two stroke is not designed to idle for any length of time.Idling will foul the plugs.A 2 stroke should run between half and full throttle.
