Maybe you mean clouding - as in looking cloudy? That's natural for a new tank. This is just bacteria multiplying because there is ammonia (from the fish wastes) in the tank. The ammonia is bad for fish, and the bacteria will change it into nitrate which they can live in for a while. Once there's enough bacteria that all the ammonia is used up, they will slow down their reproduction and the water won't be cloudy anymore.

do you mean clotting the filter?

but aquarium water should always be moving, check your filter system.
